SUBJECT: Contract Award for Small and Large Diameter Waterline Valve Replacement Project, Grava, LLC, WBS No. S-000702-0011-4, File No. WA 11240.
RECOMMENDATION: (Summary) Accept low bid, award construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project will provide for the removal, disposal and installation of new small and large diameter waterline valves and ancillary work.
DESCRIPTION/SCOPE: Work shall include replacement of small and large diameter waterline valves that are deteriorated beyond repair, the installation of new valves, and the replacement of some small and large diameter water lines that are associated with the installation of the new valves. The contract duration for this project is 365 calendar days.
LOCATION: The project area is generally bounded by the City Limits.
BIDS: Bids for this project were received on February 25, 2016. The three (3) bids are as follows:

AWARD: It is recommended that this construction Contract be awarded to Grava LLC with a low bid of $1,598,055.40.
PROJECT COST: The total cost of this project is $1,732,958.17 to be appropriated as follows:

· Contingencies $79,902.77
· Engineering and Testing Services $55,000.00
Engineering and Testing Services will be provided by Fugro Consultants, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor does meet the requirements of Hire Houston First.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WBE PARTICIPATION: The low bidder has submitted the following proposed M/WBE participation to satisfy the 12% MBE goal, and 7% WBE goal for this project.
