SUBJECT: Accept Work for Beechnut Rehabilitation from Wilcrest to Kirkwood Road; Angel; Brothers Enterprises, Ltd., WBS No. N-000765-0001-4; R-000500-0129-4; S-000500-0129-4.
RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $7,349,092.14 or 7.24% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Street and Traffic Capital Improvement Plan (CIP) and was necessary to meet City of Houston design and safety standards, improve traffic mobility and drainage in the service area. This project was approved by the Texas Transportation Commission in the 2011-2014 Transportation Improvement Program (TIP) Amendment. Under this program, construction funding included both Federal and City participation.
DESCRIPTION/SCOPE: The project consisted of the construction of approximately 7,300 linear feet of six lane concrete divided roadways with a rehabilitated storm sewer system ranging from twenty four-inch to fifty four-inch new concrete gutter lines and inlets for improvement of street conveyance to relieve street to relieve street flooding and eliminate localized surface ponding, accessible sidewalks, driveways, street lighting, traffic control and necessary underground utilities on Beechnut from Wilcrest Boulevard. Jones and Carter Inc. designed the project with 540 calendar days allowed for construction. The project was awarded to Angel Brothers Enterprises, Ltd. with an original Contract Amount of $7,922,595.33.
LOCATION: The project area is generally bounded by Bellaire on the north, Bissonnet on the south, West Sam Houston Parkway on the east, and Dairy Ashford on the west. The project is located in Key Grid 529 N, P, and Q.
CONTRACT COMPLETION AND COST: The Contractor, Angel Brothers Enterprises, Ltd has completed the work under the subject Contract. The project was completed on time with an additional 3 days approved by Change Order Nos. 3. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos.1-8 is $7,349,092.14, a decrease of $573,503.19 or 7.24% under the original Contract Amount.
The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.
DBE PARTICIPATION: The DBE goal established for this project was 11.70%. According to Office of Business Opportunity, the participation was 14.30%. Contractor’s DBE performance evaluation was rated Outstanding.
