Summary:

ORDINANCE re-allocating $631,493.66 out of Public Health Consolidated Construction Fund from the Task Order and Job Order Contracting Program; awarding construction contract to E CONTRACTORS USA, LLC for 1906 Cochran Renovations; setting a deadline for the proposer's execution of the contract and delivery of all bonds, insurance and other required contract documents to the City; holding the proposer in default if it fails to meet the deadlines; providing funding for, Civic Art Program, and contingencies relating to construction of facilities financed by Public Health Consolidated Construction Fund - DISTRICT H - CISNEROS

Background:

SPECIFIC EXPLANATION: The General Services Department (GSD) recommends that City Council award a construction contract to E Contractors USA, LLC on its proposal amount of $565,095.00 to provide construction services for the renovation at 1906 Cochran Street for the Houston Health Department, and re-allocate $631,493.66 for the project. This facility houses Harris County Protective Services and a WIC (Women, Infants and Children) Center.

On July 8, 2015, Ordinance No. 2015-0666, City Council authorized the appropriation of $976,000.00 out of the Public Health Consolidated Construction Fund to the Task Order and Job Order (TOC/JOC) Contracting Program for Facility Condition Assessments Priority 1 and 2 Deficiencies for FY2015 for the renovation at 1906 Cochran Street.  After finalizing the scope of work, the construction costs exceeded the TOC/JOC work order limit of $450,000.00; therefore it was appropriate to solicit bids for the project and re-allocate the funds to this contract.

PROJECT LOCATION:  1906 Cochran Street (493D)       

PROJECT DESCRIPTION: The scope of work consists of exterior improvements (asphalt paving topping, pavement painting, concrete sidewalks, iron fencing, exterior light fixture replacement); interior finishes (painting, wall details and accessories, floor finishes); mechanical work (new roof top package air conditioning unit, piping, and building automation system and required modifications).

The contract duration for this project is 180 calendar days.  English + Associates Architects, Inc. are the design consultants for the project.

PROPOSALS:  On November 27 and December 4, 2015, GSD advertised a Request for Competitive Sealed Proposals (CSP) for construction services for the 1906 Cochran Street Renovation.  The CSP contained selection criteria that ranked respondents on experience, proposed key personnel’s experience, years in business, and safety. The Statements of Qualifications were due on December 17, 2015, and five firms responded.  GSD evaluated and ranked the respondents. All five firms received sufficient points and were requested to submit proposals.  Four of the five firms submitted proposals on February 18, 2016.  E Contractors USA, LLC submitted the lowest proposal and offers the best value for the City based on the advertised criteria.

AWARD: It is recommended that City Council award the construction contract to E Contractors USA, LLC and re-allocate funds for the project.

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s “Pay or Play” Ordinance regarding health benefits for employees of City contractors.  In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case,

E Contractors USA, LLC. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
