SUBJECT: Contract Award for Sanitary Sewer Cleaning and Television Inspection In Support of Rehabilitation, Specialized Maintenance Services, Inc., WBS# R-000266-0245-4.
RECOMMENDATION: (Summary) Accept low bid, award construction contract, and appropriate funds.
SPECIFIC EXPLANATION: This project is part of the Neighborhood Sewer Rehabilitation Program and is required to renew/replace various deteriorated neighborhood collection systems throughout the City.
DESCRIPTION/SCOPE: This project consists of sanitary sewer cleaning and television inspection in support of rehabilitation. The contract duration for this project is 540 calendar days.
LOCATION: The work order project area is generally bounded by the City Limits.

AWARD: It is recommended that this construction contract be awarded to Specialized Maintenance Services, Inc., with a low bid of $791,231.04.
PROJECT COST: The total cost of this project is $830,793.00 to be appropriated as follows:

· Contingencies $39,561.96
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor is a designated HHF company, but were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: No City M/WBE participation goal is established for this project as the contract amount does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.
All known rights-of-way and easements required for this project have been acquired.
