SUBJECT: First Amendment to the FY2016 Storm Sewer Inspection and Cleaning Work Order#1 contract between the City of Houston and CleanServe, LLC.
RECOMMENDATION: Ordinance authorizing the First Amendment to the contract with CleanServe, LLC and approving the additional allocation of funds.
PREVIOUS HISTORY AND SCOPE: The original contract was approved by City Council on July 29, 2015 by Ordinance Number 2015-715; the project consists of cleaning and removing any and all debris that may obstruct the flow of storm water and inspecting and televising storm sewer lines. The Street and Drainage Division has provided Work Orders on an on-call basis to clean and televise the City’s storm drainage system. Under this contract, the contractor has inspected and televised approximately 9 miles of storm sewer lines in various locations throughout the City.
LOCATION: Citywide. This project is located in Key Map Grids in various locations throughout the City and determined as work orders are issued.
PROJECT NOTICE/JUSTIFICATION: The Amendment will request an extension of time to the original contract by an additional 300 calendar days. This time extension and the additional allocation of funds being requested will allow the ongoing on-call of Work Orders to continue to clean and televise the City’s storm drainage system.
In order to continue our efforts inspecting and televising storm sewer lines, the additional allocation of $800,000.00 is required. The original contract amount approved was for $800,000.00, assuming approval of the requested allocation, the total contract amount will increase to $1,600,000.00.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston business and supports job creation. In this case the proposed contractor meets the requirements of Hire Houston First.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/SBE PARTICIPATION: No City M/WBE participation goal was established for this project as the original contract amount did not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.
