RECOMMENDATION: (Summary)
Approve an ordinance to appropriate $49,000 from the FY 2016 Equipment Acquisition Consolidated Fund (1800) for the SAP Affordable Care Act Enhancement Project for Houston Information Technology Services.
SPECIFIC EXPLANATION:
The Interim Chief Information Officer (CIO) recommends that City Council approve an ordinance to appropriate $49,000.00 from the FY 2016 Equipment Acquisition Consolidated Fund (1800) for the SAP Affordable Care Act Enhancement Project. This off-cycle project was approved by the Administration on December 7, 2015 to upgrade SAP for the distribution and collection of 1095-C forms.
City of Houston is required to provide Form 1095-C to all full time/part time employees enrolled with the City Benefit plans. This requires an upgrade of the support packs, analysis of all notes required for support packs, extensive testing and application of changes to production by January 19th, 2016. Inability to have the changes moved to production will make us non-compliant with the federal regulation. Due to the changes required for the Affordable Care Act professional services are needed to meet compliance requirements.
