Specific Explanation:
The Director of the Fleet Management Department and the City Purchasing Agent recommend that City Council approve an award to Cap Fleet Upfitters on its low overall bid in an amount not to exceed $14,500,000.00 for emergency and safety vehicle equipment parts and repair services for the Fleet Management Department. It is further requested that authorization be given to make purchases, as needed, for a thirty-six month period with two (2) one year options to extend. This award consists of thirty-one price lists for parts; which includes, but are not limited to, emergency lighting, speakers, bulbs, single unit sirens, linear tubes, strobe reflector assemblies, transport systems, rear plastic seats, control boxes, strobe lights, microphone cables, K-9 transport systems, push bumpers, radar units, spike systems and consoles to be used by the Department to outfit, repair and maintain vehicles which utilize such emergency equipment. This award also includes a $2,585,000.00 labor component for installation and repair services that cannot be performed by City maintenance personnel.
This is a price list solicitation. The best discount which determines the low bid for a price list, is the best bid received for quantities of high-use items selected as sample pricing items based on the current needs of the Department. The bid total for sample pricing items does not represent the total amount to be purchased; rather, this award recommendation is for the total estimated expenditures projected over the term of the award based on the low bid submitted for the representative samples.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Four prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and two bids were received as outlined below:
