Specific Explanation
The Director of the Human Resources Department (HR) and the City Purchasing Agent recommend that City Council approve an ordinance authorizing a one-year agreement, with two one-year options between the City of Houston and Genesis Networks Enterprises, LLC (Contractor) in the total amount not to exceed $650,000.00 for a contingent workforce vendor management cloud based service subscription. Although the Contractor is a Texas Department of Information Resources (DIR) Go-Direct vendor, the City is entering into a City of Houston specific agreement with Genesis Networks Enterprises, LLC for products and services stated herein.
The scope of work requires the contractor to provide HR, city departments, and suppliers with 24/7 service access to Fieldglass, a cloud based vendor management system (VMS). This solution will assist HR, the managed service administrator since the early 1980s, in procuring and managing the city’s contingent workforce from requisition all the way through invoice and payment. Additionally, Fieldglass will provide onsite and mobile users with the tools to source and manage 500+ contingent workforce assignments with features such as electronic timesheets, self-invoicing and access to robust and reliable reporting tools with security controls. The Fieldglass solution will allow the city to continue to utilize multiple service providers, and process 2,500+ invoices monthly. Fieldglass became a subsidiary of SAP in 2014.
The Fieldglass VMS technology solution is a replacement for an obsolete system that is not maintainable over the long run and rewriting or upgrading the system is cost and talent prohibitive. Fieldglass will provide all pre, during and post implementation support including training and system updates. The service fee is 1% of the annual temporary employee services spend plus initial implementation cost.
Hire Houston First
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
