SUBJECT: Award Construction Contract and Appropriate/Re-allocate Funds

RECOMMENDATION: Approve an Ordinance (i) awarding a construction contract to P^2MG, LLC dba P2MG, LLC; (ii) re-allocating $300,000 out of the Police Consolidated Construction Fund (previously appropriated by Ordinance No. 2013-1059) and appropriating the sum of $1,370,300 for construction services at South Gessner Police Station parking lot expansion for Houston Police Department.
SPECIFIC EXPLANATION: The General Services Department recommends that City Council award a construction contract to P^2MG, LLC dba P2MG, LLC on its low bid amount of $1,228,000.00 to provide construction services for the South Gessner Police Station parking lot expansion for the Houston Police Department. The apparent low bidder, IKLO Construction failed to establish Good Faith Efforts to meet the advertised M/WBE goal, as determined by the Office of Business Opportunity and was withdrawn from the process.
On November 13, 2013, Ordinance No. 2013-1059, City Council authorized the appropriation of $300,000 out of the Police Consolidated Construction Fund to the Task Order and Job Order Contracting Program for FY2014 for expansion of the South Gessner Police Station parking lot. The scope of work has increased and it is appropriate to bid the work and re-allocate the funds to this contract.
PROJECT LOCATION: 8610 West Place Drive, Houston, TX 77071 (Key Map 570B)
PROJECT DESCRIPTION: The project will construct a new fenced parking lot for the South Gessner Police Station. The scope of work includes site clearing, soil stabilization, reinforced concrete paving, drainage structures including detention pond, lighting, security cameras, fencing, landscaping and irrigation.
The contract duration for this project is 200 calendar days. Brave Architects is the design consultant.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City's 'Pay or Play' Ordinance regarding health benefits for employees of City contractors. In this case, the contractor has elected to play and pay into the Contractor Responsibility Fund in compliance with City policy.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, P^2MG, LLC dba P2MG, LLC is a designated HHF company but they were the successful awardee without application of the HHF preference.
