SPECIFIC EXPLANATION: The General Services Department (GSD) recommends that City Council award a construction contract to Gadberry Construction Company, Inc. on the proposal amount of $1,108,463.00 to provide construction services for Metropolitan Multi-Service Center for the Houston Parks and Recreation Department.
PROJECT LOCATION: 1475 West Gray Street (Key Map No. 492Q)
PROJECT DESCRIPTION: The scope of work includes demolition of the front entry portal, concrete pavers and service drive; installation of a new entry canopy for passenger unloading; installation of concrete paving and driveway; installation of a covered sidewalk to West Gray METRO drop-off; installation of lighting for the canopy/walkway; detention; and tree planting with associated irrigation.
The contract duration for this project is 180 calendar days. White Oak Studio is the design consultant for this project.
PROPOSALS: On March 13 and March 20, 2015, GSD advertised a Request for Competitive Sealed Proposals (CSP) for construction services for the Metropolitan Multi-Service Center. The CSP contained selection criteria that ranked respondents on experience, references, schedule and contractor responsibility. The Statements of Qualifications were due on June 18, 2015 and six firms responded. GSD evaluated the respondents and five of the six firms received sufficient points and were requested to submit proposals. Four of the five selected firms submitted responsive proposals. Gadberry Construction Company, Inc. submitted the lowest proposal and offers the best value for the City based on the advertised criteria.

AWARD: It is recommended that City Council award the construction contract to Gadberry Construction Company, Inc. and appropriate funds for the project, including an additional appropriation of $19,988.20 for engineering and materials testing services under an existing contract with All-Terra Engineering, Inc.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s “Play or Pay” Ordinance regarding health benefits for employees of City contractors. In this case, the contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s “Hire Houston First” (HHF) Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Gadberry Construction Company, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
