Summary:

ORDINANCE appropriating $4,414,000.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to VACA UNDERGROUND UTILITIES, INC for Water Line Replacement in Commerce Area; setting a deadline for the bidder's execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering, testing, CIP Cost Recovery, and contingencies relating to construction of facilities financed by the Water &  Sewer System Consolidated Construction Fund - DISTRICTS D - BOYKINS and H - GONZALEZ

Background:

SUBJECT:  Contract Award for Water Line Replacement in Commerce Area, Vaca Underground Utilities, Inc., WBS No. S-000035-0153-4.

 

RECOMMENDATION:  (Summary)  Accept low bid, award construction contract and appropriate funds

 

PROJECT NOTICE/JUSTIFICATIONThis project is part of the City’s Water Line Replacement Program. This program is required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.

 

DESCRIPTION/SCOPE: This project consists of the construction of approximately 31,300 linear feet of water lines consisting of 12,311 linear feet of 12-inch, 18,309 linear feet of 8-inch, 353 linear feet of 6-inch, 225 linear feet of 4-inch and 30 linear feet of 2-inch water lines including construction of service lines, fire hydrants, valves, fittings, connections, and other related appurtenances. The contract duration for this project is 320 calendar days. The Water Line Replacement project in Commerce Area was designed by Sander Engineering Corporation.

 

LOCATION: This project is generally bounded by:

 

1. Engelke Street on the north, Hawkins on the south, Palmer on the east and Franklin on the west. Area 1 is located in key map grids 493R & 494J and in Council District H.

 

2. Holmes Road from FM521 to SH 288. Area 2 is located in key map grid of 533S and in Council District D.

 

BIDS:  This project was advertised for bidding on August 14, 2015. Bids were received on September 17, 2015. The four (4) bids are as follows:

AWARD:  It is recommended that this construction contract be awarded to Vaca Underground Utilities, Inc. with a low bid of $3,851,760.00 and that no Addendum be made a part of this contract.

 

PROJECT COST:  The total cost of this project is $4,414,000.00 to be appropriated as follows:

Engineering and Testing Services will be provided by Associated Testing Laboratories, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST:  Hire Houston First does not apply to this contract, because it involves the use of federal funds and is subject to specific contract rules of federal government. However, Vaca Underground Utilities, Inc. is registered under Hire Houston First as a Local Business.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.

 

M/WBE PARTICIPATION:  The contractor has submitted the following proposed program to satisfy the 12.94 % MBE goal, and 8.72 % WBE goal for this project.
