Summary:

ORDINANCE allocating $257,178.00 out of 2015 Flood Disaster CUS Fund; approving and authorizing Professional Engineering Services Contract between the City of Houston and PARSONS WATER & INFRASTRUCTURE, INC for technical support of the extreme rain event at the Southwest Wastewater Treatment Plant - DISTRICT C - COHEN

Background:

SUBJECT: Professional Engineering Services Contract between the City and Parsons Water & Infrastructure Inc. for Technical Support of the Extreme Rain Event at the Southwest Wastewater Treatment Plant.

 

 

RECOMMENDATION:  An ordinance approving a Professional Engineering Services Contract with Parsons Water & Infrastructure Inc. and allocate funds.

 

PROJECT NOTICE/JUSTIFICATION: The purpose of this project is to provide technical assistance to the City of Houston Public Utilities Division, Wastewater Operations Branch to analyze and document all the damages to the facility during May 25-26, 2015 flood event; and help the branch prepare the documents for insurance and FEMA claims.  

 

DESCRIPTION/SCOPE: An extreme rain event flooded the Southwest Treatment facility on May 25-26, 2015 and caused damage to a number of buildings and equipment.

 

The scope of work is as follows:

·        Analyze and assist in damage evaluation

·        Provide a technical memorandum to document pre and post storm condition of the facility

·        Devise or utilize a tool to capture and deliver alternatives with associated cost to return the facility to pre storm condition

·        Supply documentation and assist in preparing all the necessary forms required to file for insurance and FEMA

·        Develop the framework for a Strategic Asset Management plan for Wastewater Treatment Plant

 

LOCATION: The project is located at 4211 Beechnut. The project is located in Key Map Grid 531R.

 

SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform the Basic Services for the Engineering Service as listed in the Contract including (1) Site Condition Assessment; (2) Technical Memorandum development; (3) Mitigation Alternative Analysis; (4) Providing Supporting Documentation/Quality Control for Insurance and FEMA claims; and (5) Strategic Asset Management Recommendation. The total Basic Services allocation is $230,178.00.

 

The Contract also includes certain Additional Services to be paid either as lump sum or on a reimbursable basis. The Additional Services include surveying services and others. The total Additional Services allocation is $27,000.00.

 

The total cost of this project is $257,178.00 to be allocated are as follow: $230,178.00 for Basic Services and $27,000.00 for Additional Services.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.

 

M/WBE INFORMATION: The M/WBE goal for the project is set at 24%. The Consultant has proposed the following firms to achieve this goal.
