SPECIFIC EXPLANATION: The General Services Department (GSD) recommends that City Council award a construction contract to Jerdon Enterprise, L.P. on the proposal amount of $919,919.19 to provide construction services for Wright Bembry Park for the Houston Parks and Recreation Department. It is expected that the Reimbursement of Equipment/Projects Fund will be reimbursed from the Council District C Service Budget.
PROJECT LOCATION: 840 W. 23rd Street (452-U)
PROJECT DESCRIPTION: The scope of work consists of demolition and removal of existing sidewalks, playground, asphalt basketball court, and old tennis court; construction of new sidewalks, fencing, pavilion, playground, tennis court with new fencing and lights, half basketball court, picnic tables, and benches; site lighting and electrical upgrades; site grading and drainage; and landscaping and irrigation.
The contract duration for this project is 160 calendar days from the issuance of the Notice to Proceed for construction. Clark Condon Associates is the design consultant for the project.
PROPOSALS: On March 27 and April 3, 2015, GSD advertised a Request for Competitive Sealed Proposals (CSP) for construction services for Wright Bembry Park. The CSP contained selection criteria that ranked respondents on experience, references, schedule and contractor responsibility. The Statements of Qualifications were due on April 16, 2015, and eight firms responded. GSD evaluated the respondents, and four of the eight firms received sufficient points and were requested to submit proposals. Three of the four selected firms submitted proposals on August 6, 2015. Jerdon Enterprise, L.P. submitted the lowest proposal and offers the best value for the City based on the advertised criteria.

AWARD: It is recommended that City Council award the construction contract to Jerdon Enterprise, L.P., and appropriate funds for the project, including an additional appropriation of $6,500.00 for engineering and materials testing services under an existing contract with All-Terra Engineering, Inc.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s “Pay or Play” Ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Jerdon Enterprise, L.P. is a designated HHF company, but they were the successful awardee without application of the HHF preference. |
