SUBJECT: Contract Award for Keegans Bayou Wastewater Treatment Plant Improvements, Industrial TX Corp., WBS No. R-000265-0101-4.
RECOMMENDATION: (Summary) Accept low bid, award construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s program to renew/replace inefficient components of the existing Wastewater Treatment Plant (WWTP) facilities.
DESCRIPTION/SCOPE: This project consists of various improvements at Keegans Bayou Wastewater Treatment Plant including clarifiers, non potable water system, lift station and sludge thickener basins. The Contract duration for this project is 780 calendar days. This project was designed by Atkins North America, Inc.
LOCATION: The project area is located at 9401 White Chapel Lane. The project is located in Key Map Grid 530S.
BIDS: This project was advertised for bidding on August 28 and September 4, 2015. Bids were received on September 24, 2015. The four(4) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to INDUSTRIAL TX CORP. with a low bid of $16,629,384.00 and that Addendum Number 1 be made a part of this Contract.
PROJECT COST: The total cost of this project is $19,149,750.00 to be appropriated as follows:
· Bid Amount $16,629,384.00
· Contingencies $ 831,469.20
· Engineering and Testing Services $ 200,000.00
· CIP Cost Recovery $ 498,896.80
· Construction Management Fee $ 990,000.00
Engineering and Testing Services will be provided by The Murillo Company under a previously approved contract.
Construction Management Services will be provided by IDS Engineering Group under a previously approved contract.
HIRE HOUSTON FIRST:
The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Industrial TX CORP. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The Contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7% WBE goal for this project.
