RECOMMENDATION: (Summary) Accept low bid, award construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Street & Traffic Capital Improvement Project (CIP) intersection redesign and street safety improvements program and is required to meet standards for intersection safety, traffic capacity and access management.
DESCRIPTION/SCOPE: This project consists of safety and capacity improvements at intersections, such as new turn bays, improved curb radius, medians work, new pavement markings, pavement, traffic signals, etc. This project will improve the flow of traffic and reduce accidents at these locations. The Contract duration for this project is 365 calendar days. This project was designed by AIA Engineers, LTD.

BIDS: This project was advertised for bidding on September 18, 2015. Bids were received on October 8, 2015. The two (2) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Traffic Systems Construction, Inc. with a low bid of $999,972.99.

HIRE HOUSTON FIRST:
The proposed contract requires compliance with the City's 'Hire Houston First' ordinance that promotes economic opportunity for Houston business and supports job creation. Traffic Systems Construction, Inc. is a designated Hire Houston First company, but they were the successful awardee without application of the Hire Houston First preference.
PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WBE PARTICIPATION: No City M/WSBE participation goal is established for this project as the contract amount does not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.
All known rights-of-way, easements and/or right-of-entry required for the project have been acquired.
