SUBJECT: Adopt a resolution approving TCEQ requested administrative additions to the City of Houston’s Water Conservation Plan.
RECOMMENDATION: (Summary) It is recommended that City Council adopt a resolution approving TCEQ requested administrative additions to the City of Houston’s Water Conservation Plan.
PREVIOUS HISTORY AND SCOPE:
On October 7, 2009 Council approved the first City of Houston’s Water Conservation Plan per Ordinance No. 2009-935. On September 10, 2014, Council approved the required five year update to the City of Houston’s Water Conservation Plan per Ordinance No. 2014-836. Both State agencies Texas Water Development Board (TWDB) and Texas Commission on Environmental Quality (TCEQ) require the City of Houston to file a Water Conservation Plan that meets their requirements and have both issued guidance that slightly varies between the two agencies.
Upon review, TCEQ has requested that the City of Houston’s Water Conservation Plan include precise language explicitly referencing Title 30 TAC Chapter 288 in the contract customer requirements section of the Plan. Language has now been added to denote that the Water Conservation Plan is in compliance with Title 30 TAC Chapter 288 requirement for contract customers. This non-substantive revision has been made to ensure language within the Water Conservation Plan is exactly consistent with language in TCEQ Water Conservation Plan required information. As the language was already contained within the City of Houston’s water supply contracts, no changes to contracts are necessary.
