Specific Explanation:
The City Purchasing Agent recommends that City Council approve an amending ordinance authorizing a fifth amendment to the contract between the City of Houston and Global Tel*Link Corporation, to delete concession payments under the fourth amendment and any references to a commission rate and signing bonuses shall be deleted in its entirety. In addition, calling rates shall be revised per the following call types: Intrastate, collect/pre-paid/debt at $0.22 per minute; interstate, pre-paid/debt at $0.21 per minute; and interstate, collect at $0.25 per minute for jail inmate telephone system and surveillance systems for the Houston Police Department (HPD). Under this contract, the contractor provides an automated, coin-less telephone system that is computerized and software-controlled to facilitate local and long distance (collect) calls made by jail inmates. The contractor also provides closed-circuit security/surveillance systems at City jails to record prisoner images upon entrance to the facility. This equipment, which is owned by the City, will be phased out within the next two years.
This contract was awarded on September 20, 2000, by Ordinance No. 2000-0840 for a five-year term, with one five-year option to renew, for a total ten-year term. The City Council approved the first amendment to the contract on December 15, 2004 by Ordinance No. 2004-1298, for a supplemental agreement to add a concession for commissions on local and long distance calls on public pay telephones at non-jail locations. The contract was subsequently amended on February 18, 2009 by Ordinance No. 2009-0127 to amend the scope of services and to extend the contract term from October 3, 2010 to October 2, 2015. Subsequently, the contract was amended on September 19, 2012 by Ordinance No. 2012-0835 to amend the contract with the FBI Criminal Justice Information System (CJIS) addendum. Lastly, City Council approved a fifth amendment to the contract on September 30, 2015 by Ordinance No. 2015-0939 to amend the annual payment rate and to extend the term of this Concession Agreement to October 2, 2017.
