Specific Explanation:
The Houston Fire Chief and the City Purchasing Agent recommend that City Council approve an amending ordinance authorizing a third amendment to the contract between Lion Totalcare, Inc. and the City of Houston to extend the current contract term from January 1, 2016 to June 30, 2016 for cleaning, decontamination and repair services for fire protective ensembles for the Houston Fire Department and Houston Airport System.
This contract was awarded on April 9, 2008 by Ordinance No. 2008-301 for a three-year term, with two one-year options in the amount of $8,869,164.50. The contract was subsequently amended on February 20, 2013 via Ordinance No. 2013-0138 to extend the contract through April 22, 2015. A second amendment via Ordinance No. 2015-0493 was passed on June 3, 2015 which extended the contract term from April 23, 2015 to December 31, 2015. In consideration for the extension, the contractor has agreed to hold the fifth year contract year pricing through June 30, 2016. This contract extension will allow time for a new contract to be advertised and awarded. Expenditures as of November 30, 2015 totaled $6,732,617.02.
The scope of the work requires the contractor to provide all supervision, labor, materials, equipment and transportation necessary to provide cleaning, decontamination and repair services for fire fighting apparel. The contractor also provides repairs and decontamination services on an "as needed" basis. Repairs are made to extend the life of protective clothing and maintain the clothing to NFPA standards. Decontamination services are used to remove chemicals and contaminants, such as, diesel fuel, gasoline, hydraulic oil, pesticides, insecticides, asbestos and blood. The purpose of this cleaning service is to remove dirt and unburned hydrocarbons acquired during the normal course of fire fighting.
