Agreement with Kellogg Brown & Root Services, Inc. (KBR) for professional preconstruction services related to the rehabilitation of Taxiways WA and WB at George Bush Intercontinental Airport/Houston (IAH); Project No. 651 (WBS # A-000622-0002-04-01-01)
RECOMMENDATION:
Enact an ordinance to approve an agreement with Kellogg Brown & Root Services, Inc. (KBR) for professional preconstruction services related to the rehabilitation of Taxiways WA and WB at George Bush Intercontinental Airport/Houston (IAH) and fund the cost of these services.
SPECIFIC EXPLANATION:
It is requested that City Council approve an agreement with Kellogg Brown & Root Services, Inc. (KBR) for professional preconstruction services related to the rehabilitation of Taxiways WA and WB at George Bush Intercontinental Airport/Houston (IAH), at a cost not to exceed $400,000.00. The rehabilitation of Taxiways WA and WB will consist of full-depth concrete replacement and will be done by Webber, LLC under a separate Construction Manager-at-Risk (CMAR) contract.
Under this agreement, KBR will evaluate, review and verify that the Guaranteed Maximum Price (GMP) for the rehabilitation proposed by Webber, LLC under the CMAR contract fully complies with the intent of the settlement agreement executed December 18, 2014 and approved by City Council on January 28, 2015. The terms of the settlement provide that Webber, LLC will perform—at no profit to itself—CMAR services for the complete rehabilitation of Taxiways WA and WB.
Specifically, KBR will analyze the GMP Proposal to validate compliance with the settlement agreement by:
- Creating an independent cost estimate;
- Conducting an independent review of potential sub-contractors’ cost proposals submitted during the bidding portion of the CMAR’s pre-construction services; and
- Evaluating CMAR’s proposed total cost with industry standards.
It is anticipated that these preconstruction services will take approximately eight months to complete.
Pay or Play: The proposed contract requires compliance with the City’s “Pay or Play” ordinance requiring health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City Policy.
M/WBE Participation: The Minority/Women Business Enterprise (M/WBE) goal for this contract is 10%. The contractor, KBR, expects to meet this goal by utilizing Knudson, LP for cost estimating and other preconstruction phase services.
