RECOMMENDATION:
Enact an ordinance authorizing the Mayor to accept FAA, DHS, DEAAG and TXDOT grant offers up to $93,200,000 for projects at George Bush Intercontinental Airport/Houston (IAH), William P. Hobby Airport (HOU) and Ellington Airport (EFD).
SPECIFIC EXPLANATION:
Preliminary notification from the Federal Aviation Administration (FAA) indicates that the Houston Airport System’s (HAS) allocated share of entitlement grant funds for Federal Fiscal Year (FFY) 2016 is approximately $16,750,000. FAA Entitlement grant funds will pay for Airfield, Taxiway, Runway Improvement Projects and other eligible projects included in the Master Plans at George Bush Intercontinental Airport/Houston (IAH), William P. Hobby Airport (HOU) and Ellington Airport (EFD).
The FAA has indicated a potential exists for additional discretionary funds to become available in this year’s FAA final disbursement of discretionary funds near the end of September 2016. Approval to accept the Federal Fiscal Year 2016 discretionary grants in advance enables HAS to react quickly and take advantage of any FAA funding if it becomes available.
The projects to be funded by this year’s FAA final disbursement of discretionary funds are the Rehabilitation of Taxiway NA and various Voluntary Airport Low Emissions Program (VALE) projects.
The U.S. Department of Homeland Security (DHS) has indicated funds are available for HAS.
The airport division of the Texas Department of Transportation (TXDOT) has indicated there are funds available for EFD. These funds will be used to rehabilitate pavement and improve other facilities at EFD.
Applications have been submitted by HAS to the Texas State Defense Economic Adjustment Assistance Grant Program (DEAAG) requesting grants for EFD Tower construction and communications equipment.
Approval of this ordinance authorizes the Mayor to accept grant offers for the City within the shortened time and assure the grant funds are not lost. Therefore, HAS is requesting authorization for the Mayor to accept grant offers in a cumulative amount up to $93,200,000
