Summary:

RECOMMENDATION from Director Department of Public Works & Engineering for approval of final contract amount of $3,054,223.68 and acceptance of work on contract with RESICOM, INC, for Water Line Replacement in Bellaire-Beltway 8 Area - 1.98% over the original contract amount and under the 5% contingency amount - DISTRICTS F - NGUYEN and J - LASTER

Background:

SUBJECT: Accept Work for Water Line Replacement in Bellaire-Beltway 8 Area; Resicom, Inc., WBS No. S-000035-0195-4. 

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Line Replacement Program.  This program was required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.

 

DESCRIPTION/SCOPE: The project consisted of the construction of approximately 31,292 linear feet of water lines with related appurtenances in the Bellaire-Beltway 8 Area.  Amani Engineering, Inc. designed the project with 300 calendar days allowed for construction.  The project was awarded to Resicom, Inc. with an original Contract Amount of $2,994,800.50.

 

LOCATION:  The project area is bound by Bellaire Boulevard on the north, Beechnut Street on the south, Pella on the east and Corporate Drive on the west.  The project is located in key map grids 529H, 529M, 530E and 530J.

 

CONTRACT COMPLETION AND COST:  The Contractor, Resicom, Inc., has completed the work under the subject Contract. The project was completed within the Original Contract Time.  The final cost of the project, including overrun and underrun of estimated unit price  is $3,054,223.68, an increase of $59,423.18 or 1.98% over the original Contract Amount and under 5% contingency amount..

 

The increased cost is a result of the difference between planned and measured quantities. This increase is primarily the result of an overrun in various Base Unit Price Items and Extra Unit Price Items, which was necessary to complete the project.

 

MWBE/SBE PARTICIPATION:  The MWBE/SBE goal established for this project was 20%.  According to Office of Business Opportunity, the participation was 28.18%.  Contractor’s MWBE/SBE performance evaluation was rated Outstanding.

Amount of Funding:

No additional funding required.

 

Total (original) appropriation of $3,454,200.00 from Water and Sewer System Consolidated Construction Fund No. 8500.
