SUBJECT: Pipeline Reimbursement Agreement between the City of Houston and Enterprise Products Operating LLC DBA Enterprise Crude Pipeline LLC for Gessner Paving and Drainage: Long Point to Neuens Road, WBS No. N-000809-0001-7.
RECOMMENDATION: (Summary) Adopt an Ordinance approving and authorizing a Pipeline Reimbursement Agreement between the City of Houston and Enterprise Products Operating LLC DBA Enterprise Crude Pipeline LLC and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: Gessner Paving and Drainage is a major thoroughfare project that will improve traffic circulation, mobility, and drainage in the service area. These improvements will upgrade the existing roadway to Major Thoroughfare Freeway Plan standards. The construction of this roadway requires that certain existing pipelines be relocated or removed to facilitate the construction of the proposed roadways.
DESCRIPTION/SCOPE: Gessner Paving and Drainage project provides for the right of way acquisition, design and construction of a four lane, divided, concrete roadway with storm drainage, curbs, sidewalks, driveways, street lighting, traffic control, and necessary underground facilities. Along the roadway alignment is a 12-inch natural gas pipeline that must be relocated to avoid conflict with proposed construction of Gessner Street.
LOCATION: Gessner Paving and Drainage project area is generally bound by Hammerly Road on the north, IH-10 on the south, Blalock Road on the east, and W. Sam Houston Parkway on the west. The project is located in Key Map Grids 450S and 450W.
SCOPE OF THIS AGREEMENT: Under the terms of this agreement, the City of Houston will reimburse the owner’s actual cost for the relocation of their pipeline after the work has been completed and the City has audited the final billing from the owner. Enterprise Products Operating LLC DBA Enterprise Crude Pipeline LLC has estimated the relocation cost to be $37,000.00. This estimate has been reviewed and approved by the Department of Public Works & Engineering. The City is not obligated to pay any cost in excess of the cost estimate provided by the owner of the pipeline. The Department of Public Works & Engineering requests the appropriation of $42,920.00 which includes $37,000.00 for reimbursement cost and $5,920.00 for CIP Cost Recovery.
ACTION RECOMMENDED: It is recommended that City Council adopts an Ordinance approving and authorizing a Pipeline Reimbursement Agreement between the City of Houston and Enterprise Products Operating LLC DBA Enterprise Crude Pipeline LLC and appropriate funds.
