Summary:

ORDINANCE approving and authorizing first amendments to contracts between the City of Houston and 1) THE UNIVERSITY of TEXAS HEALTH SCIENCE CENTER at HOUSTON, 2) MEMORIAL HERMANN HEALTH SYSTEM, and 3) HARRIS COUNTY HOSPITAL DISTRICT, d/b/a HARRIS HEALTH SYSTEM, respectively, for routine HIV Screening Services; amending Ordinance No. 2014-676 to increase the maximum contract amounts of the above agreements - $495,194.00 - Grant Fund

Background:
The Houston Health Department (HHD) requests City Council approval of an ordinance increasing the maximum contract amounts of and authorizing first amendments to 3 agreements between the City of Houston and various contractors extending the agreements through December 31, 2016.   Under these contracts, Harris Health System, Memorial-Hermann Health System and the University of Texas Health Science Center at Houston will provide routine HIV screening services. The coordinated effort of these providers facilitates the process of diagnosing and treating HIV/STDs in the Houston area. In the past year these contractors conducted approximately 40,000 HIV tests at 10 Emergency Departments and 12 Health Centers across the City of Houston. Through the routine testing program, we are able to increase our capacity to test the general population and capture those who may fall through the crack because of their lack of insurance.
