Background:

S30-E25589 - Approve payment of an emergency purchase order issued to Inland Environments, Ltd. in the total amount of $54,080.00 for emergency remediation to the City Hall Annex Parking Garage for the General Services Department.

 

 

SPECIFIC EXPLANATION

The Director of the General Services Department (GSD) and the City Purchasing Agent recommend that City Council approve payment for the emergency purchase order to Inland Environments, Ltd. in the total amount of $54,080.00 for emergency remediation to City Hall Annex Parking Garage and that authorization be given to issue an automated (SAP) purchase order.

 

On May 25, 2015, the City Hall Annex parking garage flooded due to heavy rains that filled Buffalo Bayou well out of its banks. The bayou crested approximately 2 feet above the City Hall Annex exit ramp resulting in the P2 Level being completely flooded and the P1 Level being flooded approximately 8 inches deep. The P2 Level included the entire elevator shaft, parking area, elevator lobby, four storage rooms and one mechanical room containing an air handler. Once these areas were pumped, the floodwaters left a bio hazardous film on the floors and walls. Inland Environments, Ltd. was hired to execute an immediate cleanup of the two garage levels. The garage floors and walls were steam-cleaned, pressure washed and machine buffed to remove all debris and slit. Immediate action was necessary to rid the garage of a potentially harmful residue so City employees were not exposed to this danger. GSD believed it necessary to perform this work to minimize further damage to the garage including mold, staining, drain clogging, odors and the potential of Hepatitis. Each day the garage remained out of commission meant lost wages for employees and an increased backlog of work. Inland Environments, Ltd. helped the City get the entire garage open within two working days.

  

This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (2) " a procurement necessary to preserve or protect the public health or safety of the municipality's residents" of the Texas Local Government Code for exempted procurements.
