SUBJECT: Interlocal Agreement between City of Houston and Houston First Corporation for air handling equipment replacement at City Hall - North Wing and Appropriation of Funds

RECOMMENDATION: Approve an Interlocal Agreement between City of Houston and Houston First Corporation (HFC) to facilitate transfer of funds from the City to HFC for the payment of air handling equipment replacement in City Hall, and appropriate funds for the project.
SPECIFIC EXPLANATION: The General Services Department recommends approval of an Interlocal Agreement between City of Houston and HFC to facilitate transfer of funds from the City to HFC for the payment of the Air Handling Unit (AHU) and associated systems replacement at the former Visitor’s Center in City Hall.
HFC oversees the lease between City of Houston and Greater Houston Convention and Visitors Bureau (GHCVB) for the Visitors Center at City Hall. On July 1, 2015, HFC relocated the Visitor’s Center to the Convention District at 1300 Avenida de las Americas. As a result of the relocation, City of Houston and GHCVB mutually agreed to terminate the Visitor’s Center lease set to expire on February 27, 2022. In consideration for the future rental payments to the City, HFC will fund renovation of the space, except for replacement of the AHU, for its new intended use as a reception and welcome center. HFC has contracted with Balfour Beatty Construction, LLC, to construct the project.
The Interlocal Agreement will commence on the date of countersignature by the City Controller and will expire six months thereafter.

PROJECT DESCRIPTION: The scope of work consists of purchasing and installing one air handling unit, with associated ductwork, piping and electrical work.
