Summary:

RECOMMENDATION from Director Department of Public Works & Engineering for approval of final contract amount of $6,019,407.76 and acceptance of work on contract with LEM CONSTRUCTION CO., INC for Sims Bayou Widening Wastewater Utility Relocations: New Lift Station and Associated Piping - 0.07% under the original contract amount - DISTRICT K - GREEN

Background:

SUBJECT: Accept Work for Sims Bayou Widening Wastewater Utility Relocations: New Lift Station and Associated Piping; LEM Construction Co., Inc., WBS No. R-000521-0053-4.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $6,019,407.76 or 0.07% under the Original Contract Amount, accept the Work and authorize final payment.  

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the utility conflict resolution related to the Harris County Flood Control District Sims Bayou Widening and Improvement Project and will facilitate construction of a new lift station.

 

DESCRIPTION/SCOPE: The project consisted of construction of a new lift station, including associated piping, site improvements, installation of SCADA System, and demolition of the existing lift station. Klotz Associates, Inc. designed the project with 550 calendar days allowed for construction. The project was awarded to LEM Construction Co., Inc. with an original Contract Amount of $6,023,731.00.

 

LOCATION: The project was located at 4900 Gallagher Drive, Houston, Texas 77045.  The project is located in Key Map Grid 571R.

 

CONTRACT COMPLETION AND COST:  The Contractor, LEM Construction Co., Inc. has completed the work under the subject Contract. The project was completed with an additional 56 days approved by Change Order No.1. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Orders No.1 is $6,019,407.76, a decrease of $4,323.24 or 0.07% under the original Contract Amount.

 

The decreased cost is a result between planned and measured quantities. This decrease is primarily the result of an underrun and overrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.

 

MWBE/SBE PARTICIPATION:  The MWBE/SBE goal established for this project was 18.00%.  According to Office of Business Opportunity, the participation was 18.64%. Contractor’s MWBE/SBE performance evaluation was rated Satisfactory.

No additional funding required.

 

Total (original) appropriation of $6,856,600.00 from Water and Sewer System Consolidated Construction Fund No. 8500.
