RECOMMENDATION: (Summary) Authority be given through Council Motion to PURCHASE and approve relocation expenses for Parcel AY15-091.
SPECIFIC EXPLANATION: The LAURA KOPPE ROAD PAVING AND DRAINAGE PROJECT (from Hirsch Road to Homestead Road) consists of the right-of-way acquisition, engineering design and reconstruction of approximately 8,100 feet of roadway widening to collector street standards per the Major Thoroughfare and Freeway Plan. The proposed project improvement includes a three-lane undivided concrete roadway with curbs, an underground storm sewer system, new inlets, sidewalks, streetlights, signals and necessary underground utilities which will improve safety, mobility in the service area, improve traffic and is necessary to meet City of Houston standards.
The City will acquire 923 square feet in easement out of improved commercial property. The City’s offer was based on an appraisal by Gary S. Brown, MAI. The valuation was reviewed and recommended for approval by a senior staff appraiser of this department. The breakdown is as follows:

It is recommended that authority be given through Council Motion to PURCHASE the land and improvements thereon and approve payment of relocation assistance expenses for Parcel AY15-091 located at 5835 Laura Koppe Road, owned by Jose Landaverde and wife, Luisa Landaverde. The relocation expenses listed in this Request for Council Action are based on estimated expenses in accordance with the City of Houston Relocation Assistance and Real Property Acquisition Policies and Procedures.
This parcel contains 923 square feet of land and improvements thereon for a street right-of-way easement situated in the Andrew Daly Survey, Abstract No. 239, Harris County, Texas, and being out of and a part of Lot 3 and Lot 4, Block 9 of North Shadydale Subdivision, a plat recorded in Volume 18, Page 7 of the Harris County Map Record (H.C.M.R.) and being out of the same lots described in Warranty Deed conveyed from Barbara Jean Clark, Independent Executrix of the Estate of L.R. Walker to Jose N. Landaverde and Luisa M. Landaverde, dated May 14, 2014 and recorded under Harris County Clerk’s File Number (H.C.C.F. No.) 20140206262, Film Code No. 056-83-1054 of the Official Public Records of Real Property (O.P.R.O.R.P.), Harris County, Texas, according to City of Houston approved field notes.
