SPECIFIC EXPLANATION: The General Services Department (GSD) recommends that City Council award a construction contract to Millis Development and Construction, Inc. on the proposal amount of $1,273,489.00 to provide construction services for the Hermann Park Japanese Garden for the Houston Parks and Recreation Department.
PROJECT LOCATION: 6001 Fannin St (Key Map No. 533A)
PROJECT DESCRIPTION: This project will include replacement of perimeter fencing; pond renovation and leak repair, including removing debris from the bottom of pools and streams; installation of ozone aeration system, new pumps, and new pond liner and ballast; landscape; irrigation; hardscape and stone work, including granite boulders, flagstone stepping stones and dry streambed; two new garden entrances and a maintenance area with storage container.
The contract duration for this project is 180 calendar days. James Patterson Associates, Inc. dba White Oak Studio is the design consultant for this project.
PROPOSALS: On March 6 and March 13, 2015, GSD advertised a Request for Competitive Sealed Proposals (CSP) for construction services for the Hermann Park Japanese Garden. The CSP contained selection criteria that ranked respondents on experience, references, schedule and contractor responsibility. The Statements of Qualifications were due on May 28, 2015, and four firms responded. GSD evaluated the respondents and all four firms received sufficient points and were requested to submit proposals. Three of the four selected firms submitted proposals. One proposal contained a material error and was rejected. Of the remaining proposers, Millis Development and Construction, Inc. submitted the lowest proposal and offer the best value for the City based on the advertised criteria.

AWARD: It is recommended that City Council award the construction contract to Millis Development and Construction, Inc. and appropriate funds for the project, including an additional appropriation of $10,500.00 for engineering and materials testing services under an existing contract with Austin-Reed Engineers, LLC.
