Jester Reconstruction from Washington Avenue to IH-10 (Approved by Ordinance No. 2014-0620); and as additional funding for CIP Cost Recovery relating to construction of facilities financed by Metro Projects Construction DDSRF - DISTRICT C - COHEN

Background:

SUBJECTAdditional Appropriation to Professional Engineering Services Contract between the City and Dannenbaum Engineering Corporation for T.C. Jester Reconstruction from Washington Avenue to IH-10, WBS No. N-100002-0001-3.

 

RECOMMENDATION:  (Summary)  Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Dannenbaum Engineering Corporation.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the Street and Traffic Capital Improvement Plan (CIP) and is required to meet City of Houston design and safety standards and improve traffic mobility and drainage in the service area.

 

DESCRIPTION/SCOPE:  This project consists of the design of approximately 2,400 linear feet of a 4-lane divided concrete roadway per Major Thoroughfare Freeway Plan (MTFP) standard.  The proposed project improvements include the concrete roadways on T.C. Jester with curbs, an underground storm sewer system, new inlets, sidewalks, streetlights, signals, and necessary underground utilities.

 

LOCATION:  This project is generally bounded by IH-10 on the north and Washington Avenue on the south.  The project is located in Key Map Grid 492G.

 

PREVIOUS HISTORY AND SCOPE:  The original contract was approved on June 18, 2014 by Ordinance No. 2014-0620.  The scope of services under the original contract consisted of Phase I - Preliminary Design, Phase II – Final Design, Phase III – Construction Phase Services, and additional services.  Under this contract, the consultant has completed Phase I – Preliminary Engineering Design Service.

 

SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE:  Additional funds are necessary to complete Phase II - Final Design which was not previously budgeted. The additional services include Phase II environmental site assessment, hydraulic analysis, traffic signal, public meetings, document reproduction, and subsurface utility engineering for widening the sidewalk, adding bike lanes, and installing new traffic signals, which comprise the bulk of the funds.  The total Additional Services fee is $123,813.00.

 

The total requested appropriation is $143,623.00 to be appropriated as follows: $123,813.00 for contract services and $19,810.00 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.

 

M/WBE INFORMATION:  The M/WBE goal established for this project is 24%.  The original Contract amount totals $476,059.00.  The consultant has been paid $135,317.02 (28.42%) to date.  Of this amount, $52,055.70 (38.47%) has been paid to M/WBE sub-consultants to date.  Assuming approval of the requested additional appropriation, the contract amount will increase to $599,872.00.  The Consultant proposes the following plan to meet the M/WBE goal:
