RECOMMENDATION: (Summary) Accept low bid, award construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Neighborhood Sewer Systems Improvements program and is required to meet the need to replace and upgrade neighborhood sewer systems that continue to deteriorate requiring frequent repair.
DESCRIPTION/SCOPE: This project consists of the construction of approximately 5,310 linear feet of 8-inch, 12-inch, and 15-inch diameter gravity sewer lines and 89 sanitary sewer service leads.
The Contract duration for this project is 380 calendar days. This project was designed by Amani Engineering, Inc.
LOCATION: This project is located in two areas. The first area is generally bound by Albans on the north, Swift on the south, Morningside on the east and Kirby on the west. The second area is generally bounded by San Felipe on the north, W. Alabama on the south, Westcreek on the east and West Loop 610 on the west. The project is located in Key Map Grid(s) 491V, 532C and 532G.
BIDS: This project was advertised for bidding on June 26, 2015. Bids were received on July 23, 2015. The two (2) bids are as follows:

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: The Contractor has submitted the following proposed program to satisfy the 13% MBE goal and 7% WBE goal for this project.
