Subject: S19-T22865-A5 - Approve an amending ordinance to increase the contract amount from $47,718,060.52 to $50,158,065.21 for the contract between the City of Houston and G4S Secure Solutions (USA), Inc. (formerly The Wackenhut Corporation) for security guard services for various departments.
The City Purchasing Agent recommends that City Council approve an amending ordinance to increase the maximum contract amount from $47,718,060.52 to $50,158,065.21 between the City of Houston and G4S Secure Solutions (USA), Inc. (formerly The Wackenhut Corporation) for security guard services for various departments for the City of Houston.
The contract was awarded on June 17, 2009 by Ordinance No. 2009-572 for a three-year term, with two one-year options in an amount not to exceed $42,718,060.52 and was subsequently amended on June 8, 2011, by Ordinance No. 2011-444 to amend the contract fee schedule. A second amendment was approved on August 22, 2012, by Ordinance 2012-719, to amend the fee schedule to correct an error within the first amended fee schedule; a third amendment was approved on December 19, 2012, by Ordinance 2012-1129, to amend the scope of work by adding security assessment services; and a fourth amendment was approved on September 3, 2014, by Ordinance 2014-808, to extend the contract term from September 22, 2014 to September 21, 2015, including a fee schedule for the extended term, and increase the maximum contract amount from $42,718,060.52 to $47,718,060.52. Expenditures as of August 27, 2015 totaled $47,659,768.24. The contract has been extended through December 20, 2015 by Ordinance No. 2014-0808 which allows for the contract extension of 90-days, and it is anticipated that the new contract shall be in place prior to December 20, 2015.
The current scope of work requires the contractor to provide all personnel, management, supervision, transportation, equipment and incidentals necessary to provide security guard services for the General Services Department, Public Works and Engineering, Parks and Recreation, Municipal Counts, Houston Airport System and Houston Police Department's facilities.
M/WBE Subcontracting:
The contract was awarded with a 25% M/WBE participation goal and G4S Secure Solutions (USA), Inc. (formerly The Wackenhut Corporation) is currently achieving 21.5% of the required M/WBE goal. The Office of Business Opportunity will continue to monitor this contract to ensure maximum M/WBE participation.
