SUBJECT: First Amendment and an Additional Appropriation to Professional Engineering Services Contract between the City and Black & Veatch Corporation for Update to Biosolids Management Plan, WBS No. R-000265-0093-3.
RECOMMENDATION: (Summary) Approve First Amendment to the Professional Engineering Services Contract with Black & Veatch Corporation and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the wastewater treatment plant and sludge processing facility improvements program.
LOCATION: The project area is located city wide.
PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on May 16, 2012 under Ordinance No. 2012-0455. The scope of services under the Original Contract consisted of evaluating and updating the existing City of Houston Biosolids Management Plan, and developing best fit system alternatives for near-term and long-term biosolids handling. Updated Biosolids Management Plan draft report has been submitted.
SCOPE OF THIS AMENDMENT AND FEE: Under the scope of the First Amendment, the Engineer will develop a management plan for sludge produced at the City’s drinking water facilities. The Engineer will also provide additional analysis of wastewater treatment facilities to assist in developing Biosolids Management Capital Improvement Project roadmap, detailed project scopes and associated construction costs. Basic Services Fee is based on cost of time and materials with not-to-exceed agreed upon amount. No Additional Services are currently anticipated.
The total requested appropriation is $520,000.00 to be appropriated as follows: $451,634.00 for contract services and $68,366.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
M/WBE INFORMATION: The M/WBE goal established for this project is 24%. The original Contract amount totals $897,116.00. The consultant has been paid $844,602.00 (94.15%) to date. Of this amount, $182,374.00 (21.59%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,348,750.00.
