Specific Explanation:
The Chief of the Houston Police Department and the City Purchasing Agent recommend that City Council approve the purchase of a Spectroscopy, Chemical Agent Detector, and associated equipment through the Interlocal Agreement for Cooperative Purchasing with Houston Galveston Area Council (H-GAC) in the amount of $113,567.20 for the Houston Police Department (HPD) and that authorization be given to issue a purchase order to the H-GAC contractor, Thermo Fisher Scientific Co., LLC.
This purchase consists of one chemical agent detector and associated equipment to be utilized by the HPDs Bomb Squad. The chemical agent detector will be operated by a trained technician to identify explosive materials and which type of explosive is being encountered. This information will guide the technician in which render safe method is most feasible and will help resolve Bomb Squad callouts quicker and safely.
Thermo Fisher Scientific Co., LLC. will assemble and provide training to HPD personnel on how to safely operate the chemical agent detector and all associated equipment. The equipment will come with a one year warranty.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
