ORDINANCE approving and authorizing Treated Water Supply Contract between the City of Houston and HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 422

Background:

SUBJECT:  Treated Water Supply Contract between the City of Houston and Harris County Municipal Utility District No. 422.

 

RECOMMENDATION:  (Summary)  The Treated Water Supply Contract between the City of Houston and Harris County Municipal Utility District No. 422 be approved.

 

SPECIFIC EXPLANATION:

 

As allowed by Chapter 47 of the City of Houston Code of Ordinances, Harris County Municipal Utility District No. 422 (the District) has requested to enter into a Treated Water Supply Contract with the City of Houston.  The initial minimum monthly contract amount is 247,500 gallons of water per month and is expected to increase to approximately 825,000 gallons of water per month. The district cost shared in the design and construction of a water transmission line from which it will receive water.  This contract charges rates for treated water as specified in the City of Houston Code of Ordinances, Section 47-61(f).  The base rate is currently $2.842 per thousand gallons and the District will also pay impact fees. 

 

The contract has been designed to address water shortages, encourage water supply management, and provide flexibility to better respond to development demands and drought conditions. The District will be required to meet all regulatory requirements.

 

The District will also construct a metering station and a water tank to provide storage and an air gap to protect the City of Houston water system.

 

The City of Houston Infrastructure Planning Branch has evaluated the request and found that the water supply and delivery system is adequate to provide the requested quantities.
