SUBJECT: Groundwater Reduction Plan Participation Agreement between the City of Houston and Generation Park Management District.
RECOMMENDATION: (Summary) Approve an ordinance authorizing the Mayor to execute a Groundwater Reduction Plan Participation Agreement between the City of Houston and Generation Park Management District.
SPECIFIC EXPLANATION:
As allowed by the Chapter 47 of the City of Houston Code of Ordinances, Generation Park Management District (the District) has requested to enter into a joint Groundwater Reduction Plan (GRP) Agreement for Regulatory Area Two of the Harris-Galveston Subsidence District to achieve regulatory compliance of reducing groundwater pumpage and utilizing surface water.
Under this Agreement the City of Houston (Houston) agrees to offset the District groundwater by using an equivalent amount of surface water in Area Two, above and beyond the Subsidence District’s regulatory requirement of 80% surface water usage, as set forth in the joint GRP. Houston agrees to maintain the appropriate amount of surface water conversion according to the terms of the joint GRP.
Houston and the District agree that the total groundwater pumpage offset (i.e. 80% of total the District) shall not exceed 1.2 billion gallons per permit year. The District and the Utility Official by mutual written agreement may amend such amount from-time-to-time, and any such amendment may be retroactive to the extent permitted by the Subsidence District.
The contract charges rates for GRP participation as specified in the City of Houston Code of Ordinances, Section 47-62 and 47-84, currently $2.842 per thousand gallons.
