SUBJECT: A Cooperative Development Agreement between the City of Houston and Harris County Improvement District No. 12 for the construction of the Holmes Road Sanitary Sewer from Buffalo Speedway to Knight Road (WBS No. R-000800-134-3, N-000590-0001-3).
RECOMMENDATION: (Summary) Adopt an ordinance approving the Cooperative Development Agreement between the City of Houston and Harris County Municipal Utility District No. 12 for the construction of the Holmes Road Sanitary Sewer from Buffalo Speedway to Knight Road.
SPECIFIC EXPLANATION: Under this agreement, the City will share costs for design and construction of 6,690 feet of 48-inch wastewater main and 2,260 feet of 42-inch wastewater main to serve approximately 1,302 acres as part of the Paving Widening of Holmes Road for that portion from Buffalo Speedway to Kirby and then continue with the wastewater main along Holmes Road from Kirby to Knight Road. The estimated $12.6 million construction cost will be provided by shared bond issuance from the City of Houston Water and Sewer System Consolidated Construction Fund (Enterprise Fund) and the Harris County Improvement District 12 in accordance with this Cooperative Development Agreement, the Economic Development Agreement, and an agreement with Tax Increment Reinvestment Zone No. 24. The City of Houston will proceed to construct the project upon payment of the District’s bond issuance proceeds. A true-up will be held upon completion.
The City of Houston entered into a design contract for this main on June 18, 2014 under Ordinance 2014-621.
Of the total design and construction, the District’s share will be approximately $7.8 million and the City of Houston will pay the remainder.
Request approval of the ordinance authorizing the Mayor to execute the agreement.
