Summary:

ORDINANCE appropriating $3,590,540.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to REYTEC CONSTRUCTION RESOURCES, INC for Work Orders and On-Call Construction of Large Diameter Water Lines,  Valves and Appurtenances Package No. 12; setting a deadline for the bidder's execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering testing, CIP Cost Recovery, Phase III - Construction Phase Services and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund

Background:

SUBJECT:  Contract Award for Work Orders and On-Call Construction of Large Diameter Water Lines, Valves, and  Appurtenances, Package No. 12; Reytec Construction Resources, Inc., WBS Nos. S-000701-0016-3 and S-000701-0016-4.

RECOMMENDATION:  (Summary)  Accept low bid, award construction contract and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Surface Water Transmission Program and is required to maintain and improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District’s Legislative mandate to regulate the withdrawal of groundwater.

 

DESCRIPTION/SCOPE: The scope of this project includes construction, rehabilitation, and replacement of large diameter water lines, valves, and appurtenances associated with the work, including roadway pavement, curbs, sidewalks, wheelchair ramps, storm sewer, and sanitary sewer, as determined by the City of Houston and directed by the Work Order.   

 

The contract duration for this project is 730 calendar days. The Engineer of Record is Lockwood, Andrews, and Newnam, Inc.

 

LOCATION: The project is located in various locations within the City of Houston and extra territorial jurisdictions.

 

BIDS:   This project was advertised for bidding on July 10, 2015. Bids were received on July 30, 2015.  The one (1) bid is as follows:

AWARD:  It is recommended that this construction contract be awarded to Reytec Construction Resources Inc. with an adjustment factor of 0.99 (at set bid amount of $3,000,000.00).

Engineering and Testing Services will be provided by JRB Engineering, LLC, Inc. under a previously approved contract.

 

Construction Phase Engineering Services will be provided by Lockwood, Andrews, & Newnam, Inc. under a previously approved contract.

 

HIRE HOUSTON FIRST:

The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.

 

PAY OR PLAY PROGRAM:

The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, the contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION:  The contractor has submitted the following proposed program to satisfy the 12% MBE goal and 7% WBE goal for this project.
