SPECIFIC EXPLANATION: The General Services Department (GSD) recommends that City Council award a construction contract to DNB Enterprises Inc., on the low bid amount of $39,750.00 to provide construction services for remediation and underground storage tanks (UST) equipment upgrade at Fire Station No. 15 for the Houston Fire Department.
PROJECT LOCATION: 5306 North Main, Houston, Texas (Key Map 453-S)
PROJECT DESCRIPTION: The scope of work consists of washing and cleaning out sludge in existing tanks; installing new risers, spill containment buckets on the fills and vapor, new drop tubes, new suction extractors, new vapor extractors, all new manholes; and resurfacing concrete over existing tanks to comply with the Texas Commission on Environmental Quality regulations. The work also includes disposal of aqueous liquid, saw-cutting, demolition and removal of concrete paving over the USTs, and backfilling and compaction, waste classification, loading, hauling and proper disposal.
The contract duration for this project is 30 calendar days.
BIDS: The project was advertised in accordance with the requirements of the State of Texas bid laws on June 5, 2015 and June 12, 2015. A pre-bid meeting was held on June 15, 2015, but no contractors attended. The following single bid was received on June 25, 2015:

Although it is a single bid, GSD has reviewed the price and confirmed that it is reasonable for the work.
AWARD: It is recommended that City Council award the construction contract to DNB Enterprises Inc. and appropriate funds for the project, including an additional appropriation of $4,000.00 for materials testing under the existing contract with Raba Kistner Consultants, Inc.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s “Hire Houston First” Ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.
