Summary:

ORDINANCE authorizing the sale of a 1.5305 acre tract of excess fee-owned land, being out of a 2.2738 acre tract, located at 13131 North Freeway, situated in the B.B.B. & C.R.R. Survey, A-174, Houston, Harris County, Texas, to the Greater Greenspoint Redevelopment Authority, in consideration of its payment to the City of $170,987.00 and other consideration - DISTRICT B - DAVIS

Background:

SUBJECT: Ordinance authorizing the sale of a 1.5305-acre tract of land being out of a 2.2738 acre tract, located at 13131 North Freeway, out of the B.B.B. & C.R.R. Survey, Abstract-174. Parcel SY15-069.  

 

RECOMMENDATION: (Summary) It is recommended City Council approve an ordinance authorizing the sale of a 1.5305-acre tract of land being out of a 2.2738 acre tract, located at 13131 North Freeway, out of the B.B.B. & C.R.R. Survey, Abstract-174. Parcel SY15-069.  

 

SPECIFIC EXPLANATION: In 1984, the City acquired a 2.2738 acre tract of land by annexation for the Northborough Wastewater Treatment Plant. The City abandoned and demolished the treatment plant in 2005 and constructed a lift station in 2008. Sally Bradford, Executive Director, Greater Greenspoint Redevelopment Authority (GGRA), 16800 Greenspoint Park Drive, Suite 160 South, Houston, Texas 77060, requested to purchase a portion of the 2.2738 acre tract of land for the future site of an extension of the Greens Bayou Trail to the BMX Park and Spring Skate Park.  

 

The Public Utilities Division reviewed and approved the request. The Public Utilities Division determined that the City no longer had a need for the portion GGRA requested and declared the portion surplus. The City will retain a lift station site (Parcel RC78-006) located outside of the subject property and a 20-foot-wide sanitary sewer easement (Parcel DY15-104) for a 10-inch sanitary sewer line located within the subject property. The line runs along the north property line and east property line of the subject property.  

 

GGRA has accepted the City’s offer and has rendered payment in full.

 

Therefore, it is recommended the City sell to GGRA:  

Parcel SY15-069 - Unencumbered  

43,440 square-foot fee-owned, surplus land $130,320.00

Valued at $3.00 per square foot x 100%    

 

Parcel SY15-069 - Encumbered

8,948 square-foot 10-foot-wide sanitary sewer easement

Valued at $3.00 per square foot x 50%     $13,422.00

 

3,083 square-foot 20-foot-wide storm sewer easement

Valued at $3.00 per square foot x 50%  

 

10,700 square-feet of irregular shaped area

Valued at $3.00 per square foot x 70%   $4,624.50     $22,470.00

 

500 square-feet of irregular shaped area

Valued at $3.00 per square foot x 10% $150.00    

 

TOTAL SALE $170, 987.00 (R)  

 

Therefore, it is recommended City Council approve an ordinance authorizing the sale of a 1.5305 acre tract of land being out of a 2.2738 acre tract, located at 13131 North Freeway, out of the B.B.B. & C.R.R. Survey, Abstract-174.
