SUBJECT: Additional Appropriation to the Interlocal Agreement between the City of Houston and Harris County for Reconstruction of Aldine-Westfield Road from 1000 feet south of Beltway 8 to Simmans Road. WBS N-000776-0001-7, S-000521-00E6-7, R-000521-00E6-7.
RECOMMENDATION: (Summary) Approve an ordinance appropriating additional funds to the Interlocal Agreement.
PROJECT NOTICE/JUSTIFICATION: Harris County, in cooperation with the City of Houston via an Interlocal Agreement, reconstructed Aldine-Westfield Road from 1000 feet south of Beltway 8 to Simmans Road.
DESCRIPTION/SCOPE: The project consisted of the replacement of an existing 2-lane asphalt roadway with open ditches with a 4-lane concrete roadway with curbs, storm sewers, sidewalks and underground conduits for street lighting. The agreement provided the terms and conditions of the cost participation for the reconstruction of this section of the project within the City of Houston limits. Harris County will be responsible for the roadway elements.
LOCATION: This project is located along Aldine-Westfield Road from 1,000 feet south of Beltway 8 to Simmans Road. The project is located in Key Map Grids 373-M, R & V.
PREVIOUS HISTORY AND SCOPE OF THIS AGREEMENT: City Council approved the Interlocal Agreement on June 5, 2002 under Ordinance No. 2002-0481 allowing Harris County to reconstruct the segment of Aldine-Westfield. The City of Houston agreed to pay the costs of designing and construction of sidewalks, wheel chair ramps, electrical conduits and conduit boxes for street lighting and waterline adjustments for the City section which is between Aldine Meadows to the south and the south right-of-way line of Greens Road to the north. The City of Houston agreed to pay $38,157.00 for the costs of designing the City improvements and the actual construction costs of the City improvements plus 2.4% of such construction costs as compensation for contract and construction phase engineering.
The estimated construction cost was $265,843.00. The total appropriated amount was $313,120.00 with $279,850.00 from the Street and Bridge Consolidated Construction Fund No. 437 and $33,270.00 from the Water and Sanitary Sewer System Consolidated Construction Fund No. 755. After construction was completed, Harris County sent the City of Houston an invoice in the amount of $96,200.33 for the final construction costs. However, it included a breakdown of costs of $1,986.80 for Street and Bridge items and $94,213.53 for Water and Sewer items. Therefore, it is necessary to adjust the previously approved amounts by appropriating an additional $60,943.53 from Water and Sewer System Consolidated Construction Fund No. 8500. The previous amount appropriated for Street and Bridge items was adequate to cover construction costs of the Street and Bridge items.
ACTION RECOMMENDED: It is recommended that the City Council approve an ordinance appropriating additional funds in the amount of $60,943.53.
