SPECIFIC EXPLANATION: The General Services Department recommends that City Council approve a First Amendment to the construction contract with Carrera Construction, Inc. to increase the director’s authority to approve Change Orders up to 11.0% of the original contract price. This First Amendment is necessary to provide the following additional improvements for the Transportation Investment Generating Economic Recovery (TIGER) Grant on Project #4 – Buffalo Bayou Path, which will exceed the original 6.6% contingency:
• Installation of seat wall and trail modifications below Louisiana Street stairway.
• Installation of reveals at all stairways.
• Installation of modified column mounted lights and added cage protection.
• Installation of concrete footing in lieu of helical piles due to unforeseen conditions.
• Installation of concrete infill on wall due to unforeseen condition.
• Installation of trail modifications east of Deck 2 due to unforeseen condition.
• Installation of additional concrete rubble beneath Deck 2.
PROJECT LOCATION: Downtown, Buffalo Bayou – Smith Street to Travis Street (493 L)
PREVIOUS HISTORY AND PROJECT SCOPE: This project includes a .3 mile, shared-use path along the south bank of Buffalo Bayou in downtown Houston from Baker Common on the west end to Allen’s Landing on the east end. The Buffalo Bayou path will provide a missing link in the existing trail system. The new path will pass under Smith Street, Louisiana Street/Franklin Street and Milam Street bridges and consists of three suspended deck sections and on-grade path. The scope of work also includes staircases, handrail, lighting, landscaping and relocation of utilities.
CONSTRUCTION GOALS: The original contract and this additional allocation have an 18% Disadvantaged Business Enterprise (DBE) goal. To date, Carrera Construction, Inc. has achieved 7.40% DBE participation. It is anticipated that Carrera Construction, Inc. will achieve the goal by the completion of the contract
