Summary:

ORDINANCE appropriating $464,000.00 out of Street & Traffic Control and Storm Drainage DDSRFA as an additional appropriation to Professional Engineering Services Contract  between the City of Houston and UNITED ENGINEERS, INC for Local Drainage Projects Negotiated Work Orders (Approved by Ordinance No. 2012-0228, as amended); and as additional funding for CIP Cost Recovery relating to construction of facilities financed by the Street & Traffic Control and Storm Drainage DDSRF

Background:

SUBJECT:  Additional Appropriation to Professional Engineering Services Contract between the City and United Engineers, Inc., for Local Drainage Projects Negotiated Work Orders, WBS No. M-000126-0073-3.

 

RECOMMENDATION:  (Summary)  Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with United Engineers, Inc.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the Capital Improvement Plan (CIP) and is required to provide professional engineering services to address necessary local storm water drainage system and roadside ditch improvements and repairs citywide.

 

DESCRIPTION/SCOPE:  Investigate and resolve localized storm water drainage problems that have been nominated for investigation by Street and Drainage Division, Storm Water Maintenance Branch.

 

LOCATIONThe project location and limit will be established by each work order.

 

PREVIOUS HISTORY AND SCOPE:  The Contract was awarded by Council on March 21, 2012 under Ordinance No. 2012-0228.  The contract was supplemented by Council on February 19, 2014 under Ordinance No. 2014-0128. Under the terms of the Contract, the Consultant provided Project Screening (Preliminary Design), Final Design and Construction Phase Basic Services for various Local Drainage Projects.  Additional funding is now required for additional nominated Local Drainage Projects.

 

SCOPE OF THIS SUPPLEMENT AND FEE:  The requested additional appropriation will accomplish the following tasks: Project Screening (Preliminary Design), Final Design and Construction Phase Basic Services as defined in each Work Order.  The Basic Services and Additional Services fee for each Work Order will be defined depending on the extent of services required for each Work Order.  Additional Services include, but are not limited to, site assessment, surveying, geotechnical and environmental services. 

 

The total cost of this appropriation is $464,000.00 to be appropriated as follows:  $400,000.00 for contract services and $64,000.00 for CIP cost recovery.

 

PAY OR PLAY PROGRAM:  The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.

 

M/WBE INFORMATIONThe M/WBE goal for this project is set at 15%. The current contract totals $600,000.00. The consultant has been paid $223,708.93 (37.3%) to date. Of the amount paid, $88,618.50 (39.61%) has been paid to M/WBE sub-consultants.  Assuming approval of the requested additional appropriation, the contract amount will increase to $1,000,000.00. The Consultant proposes the following program to meet the M/WBE goal:
