Summary:

ORDINANCE appropriating $62,200.00 out of Street & Traffic Control and Storm Drainage DDSRF as an additional appropriation to Professional Engineering Services Contract between the City of Houston and IDS ENGINEERING GROUP, INC for Southpark and Southcrest Drainage and Paving Improvements Sub-Project 2 (Approved by Ordinance No. 2011-0508, as amended); and as additional funding for CIP Cost Recovery relating to construction of facilities financed by the Street & Traffic Control and Storm Drainage DDSRF - DISTRICT D - BOYKINS

Background:

SUBJECT:  Additional Appropriation to Professional Engineering Services Contract between the City and IDS Engineering Group, Inc. for Southpark and Southcrest Drainage and Paving Improvements Subproject 2, IDS Engineering Group, Inc., WBS No. M-000277-0002-3.

 

RECOMMENDATION:  (Summary)  Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with IDS Engineering Group, Inc.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the Storm Drainage Capital Improvement Plan (CIP) and is required to address and reduce the risk of structural flooding. Improvements include modification of street conveyance and sheet flow.

 

DESCRIPTION/SCOPE:  This project provides for the design of storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways and underground utilities. The Project will serve the Southpark and Southcrest area; Comprehensive Drainage Plan Outfall D0898 and adjacent areas. 

 

LOCATION:  This Project is generally bounded by Kassarine Pass on the west, Mykawa Road on the east, South Loop 610 on the north, and Southlea Drive on the south, in Key Map Grid 534 P.

SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE:  The requested additional appropriation will accomplish the following task: Completion of Phase III – Construction Phase Services for the Southpark and Southcrest Subproject 2.

 

The total requested appropriation is $62,200.00 to be appropriated as follows: $53,550.00 for contract services and $8,650.00 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM:

The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.

 

M/WBE INFORMATION:  The M/WBE goal established for this project is 24%. The original Contract amount and subsequent appropriations total $2,354,557.00. The consultant has been paid $1,757,363.43 (74.65%) to date. Of this amount, $417,905.10 (23.78%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $2,408,107.00.  The Consultant previously satisfied the M/WBE goal established for this project.
