Specific Explanation:
The Director of the Houston Health Department and the City Purchasing Agent recommend that City Council approve the purchase of fitness equipment through the Interlocal Agreement for Cooperative Purchasing with the Texas Local Government Purchasing Cooperative in an amount not to exceed $177,057.11 for the Houston Health Department, and that authorization be given to issue a purchase orders to the Texas Local Government Purchasing Cooperative contractors, American Parks Company in the amount of $89,404.00 for Outdoor fitness equipment and Marathon Fitness in the amount of $87,653.11 for Indoor fitness equipment. This equipment will be used for fitness programs and classes at the wellness centers at the eleven Multiservice Centers. The equipment will be used by the public for education and fitness in order to address Chronic Disease.
This purchase will consist of various types of Cardiovascular and strength training equipment for Indoor. The cardio equipment will come with warranties of seven years on the frame and console, five years on the motor, and one year on labor and all other parts. The HOIST equipment will come with warranties of ten years on the frame, five years on moving parts. The CONCEPT equipment will come with warranties of five years on the frame and structure and two years on any parts. This purchase will also consist of various types of Outdoor fitness equipment. Fit-Tech type equipment and traditional type equipment will come with warranties of ten years on the frame and structure, two years on bearing and rubber parts. Essential type equipment will come with warranties of five years on the frame and structure, two years on bearing and rubber parts. The life expectancy of the equipment is ten years.
Hire Houston First:
The proposed contract requires compliance with City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. in this case this procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.
