SUBJECT: Accept Work for Construction of W. Tidwell (Tanner) and Hempstead Highway Intersection; Metro City Construction, Inc., WBS No. N-000589-0002-4; WBS No. R-000500-0167-4 and WBS No. S-000500-0167-4.
RECOMMENDATION: (Summary) Pass a motion to approve the final Contract Amount of $1,306,705.51 or 4.82% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Street and Traffic Capital Improvement Plan (CIP) and was necessary to meet City of Houston design and safety standards, improve traffic mobility and drainage in the service area.
DESCRIPTION/SCOPE: The project consisted of the construction of an at grade railroad crossing at Union Pacific Railroad including 305 linear feet of two 24-foot roadway in each direction with traffic signal, curbs, sidewalk, street lighting, and necessary utilities. This project included grading of Singer Ditch and the construction of four 6-foot x 2-foot reinforced concrete box culverts to improve drainage with 24-inch storm sewer leads and inlets. Landtech Consultants, Inc. designed the project with 159 calendar days allowed for construction. The project was awarded to Metro City Construction, L.P. with an original Contract Amount of $1,372,947.40.
LOCATION: The project area is generally bounded by Hempstead Highway on the north, Clay Road on the south, Campbell Road on the west and Fairbanks North Houston on the east. The project is located in key map grid 450B.
CONTRACT COMPLETION AND COST: The Contractor, Metro City Construction, Inc., has completed the work under the subject Contract. The project was completed on time with additional 40 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1, 2, and 3 is $1,306,705.51, a decrease of $66,241.89 or 4.82% under the original Contract Amount.
The decreased cost is a result of the difference between planned and measured quantities. This decrease is primarily the result of an underrun in various Base Unit Price Items and Extra Unit Price Items, which was not necessary to complete the project.
MWBE/SBE PARTICIPATION: The MWBE/SBE goal established for this project was 17%. According to Office of Business Opportunity, the participation was 14.68%. Contractor’s MWBE/SBE performance evaluation was rated Unsatisfactory.
