ORDINANCE appropriating $2,099,961.00 out of Houston HAS Airport Improvement Fund and awarding Construction Contract to THE GONZALEZ GROUP, LP for the Terminal C Light Pole Replacement at George Bush Intercontinental Airport/Houston, (Project No. 712); setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering testing services, for contingencies, relating to construction financed by such funds - DISTRICT B - DAVIS

SUBJECT: 

Construction Contract with The Gonzalez Group, LP, for Terminal C Light Pole Replacement at George Bush Intercontinental Airport/Houston (IAH), Project 712 (WBS# A-000598-0001-4-01-01)

RECOMMENDATION:
Enact an ordinance awarding a construction Agreement with The Gonzalez Group, LP, and appropriate the necessary funds to finance the cost of these services.

SPECIFIC EXPLANATION:
A light pole assessment concluded that existing light poles on the South Side of Terminal C and poles and bases at Gates C42, C41, C35, C38 and C39 need to be replaced. The pole bases are rusted and in some cases are structurally deficient. In addition, the existing light poles were built under an older Uniform Building Code (UBC). The current UBC requires a stronger structural design.

Completion of this project will provide the Houston Airport System with a new apron lighting system that meets the current UBC and will produce a quality of illumination that exceeds requirements.

On June 11, 2015, bids were received as follows:

1. The Gonzalez Group, LP    $1,890,000.00
2. Butler-Cohen, LLC.               $2,245,000.00
3. Boyer, Inc.                             $2,417,976.00

Design documents were completed by PGAL.

The contract term is 250 days.

Engineering Services Testing Contract:
Testing will be performed by Geotech Engineering and Testing under Contract Number 4600012369.

Pay or Play:

The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.

Hire Houston First:
The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor meets the requirements of Hire Houston First.

M/WBE Participation: 
The Minority Women Business Enterprise (M/WBE) goal for this contract is 6% (4% MBE and a 2% WBE). The contractor, The Gonzalez Group, LP, expects to exceed this goal with an overall participation of 22.52%, utilizing the services of the following certified firms:
