Summary:

ORDINANCE approving and authorizing amendment to agreement between the City of Houston and SELRICO COMMUNICATIONS, LLC for Communication Technician Services (Approved by Ordinance 2010-0789) to extend the contract term

Background:

Subject: S19-L23681-A1 - Approve an amending ordinance authorizing a first amendment to the contract between the City of Houston and Selrico Communication, LLC to extend the contract term from October 14, 2015 to October 13, 2017 for communication technician services for Houston Information Technology Services.

The Chief Information Officer and the City Purchasing Agent recommend that City Council approve an amending ordinance authorizing a first amendment to the contract between the City of Houston and Selrico Communications, LLC to extend the contract term from October 14, 2015 to October 13, 2017 for communication technician services for Houston Information Technology Services.

This contract was awarded on October 6, 2010 by Ordinance 2010-0789 for a three-year term, with two one-year options in the original amount of $5,000,000.00.  Expenditures as of September 3, 2015 totaled $3,034,764.76.  In consideration for this contract extension, the contractor has agreed to honor its five-year pricing and all other contract terms and conditions through October 13, 2017.

The scope of work requires the contractor to provide all technical expertise, supervision, labor, tools, testing equipment, specialized equipment and incidental parts and materials for the provision of cabling and infrastructure deployment services for Houston Information Technology Services.  The contractor will also be required to provide on-site staff that will be located at 611 Walker, and remotely dispatched staff that will be available on an on-demand basis for moves, adds, changes, repairs or cabling projects as needed.  Contractor shall be solely responsible for arranging, scheduling and supervising the training of its personnel.

M/WBE Subcontracting:

The contract was awarded with an 11% M/WBE participation goal and Selrico Communications, LLC is currently achieving 1.47% of the required goal.  The Contractor has contacted the Office of Business Opportunity who have discussed the M/WBE shortfall and what needs to be accomplished to meet this goal.  The Office of Business Opportunity will continue to monitor to ensure maximum M/WBE participation.
