Background:

SUBJECTAccept Work for Water Service Line Replacement, Reliance Construction Service, L.P., WBS No. S-000035-0141-4.

 

RECOMMENDATION:  (Summary)  Pass a motion to approve the final contract amount of $1,768,700.04 or 9.77% under the original contract amount, accept the work, and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION:  This project consisted of removal of existing water service lines constructed of plastic, ¾ to 2 inch diameter, and installation of new copper service lines of the same size throughout the City.

 

DESCRIPTION/SCOPE:  This project provided for the replacement of plastic service lines with new copper service lines and ancillary work. The project was awarded to Reliance Construction Service, L.P. with an original contract amount of $1,960,159.99. The Notice to Proceed date was 01/23/2012 and the contract duration for this project was 730 calendar days. 

 

LOCATIONThe work performed under the contract included all locations within all Council Districts. 

 

CONTRACT COMPLETION AND COST:  The Contractor, Reliance Construction Service, L.P., has completed the work under the contract. The Project was completed with an additional 90 days by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated bid quantities is $1,768,700.04 a decrease of $191,459.95 or 9.77% under the original contract amount.

 

M/WSBE PARTICIPATIONThe MWSBE goal for this project was 20%.  According to Office of Business Opportunity, the actual participation was 12.32%.  The contractor was rated “Unsatisfactory”.

Amount of Funding:

No additional funding is required. Original appropriation of $2,118,168.00 from the Water and Sewer System Consolidated Construction Fund No. 8500.
