Background:

SUBJECT:  Agreement for Consent to a Partial Assignment of Rights to a Groundwater Reduction Plan Agreement between the City of Houston and Northwood Municipal Utility District No. 1 and Harris County Municipal Utility District No. 231.

 

RECOMMENDATION:  (Summary)  Approve an ordinance authorizing the Mayor to execute an Agreement for Consent to a Partial Assignment of Rights to a Groundwater Reduction Plan Agreement between the City of Houston and Northwood Municipal Utility District No. 1 and Harris County Municipal Utility District No. 231.

 

SPECIFIC EXPLANATION:

The City of Houston and Northwood Municipal Utility District No. 1 entered into a Water Supply and Groundwater Reduction Plan (GRP) Wholesale Agreement for Regulatory Area 3 of the Harris-Galveston Subsidence District (formerly Harris-Galveston Coastal Subsidence District) on August 27, 2009, to achieve regulatory compliance of reducing groundwater pumpage and utilizing surface water.

 

Northwood Municipal Utility District No. 1 has requested consent to assign 302 Equivalent Single Family Connections or 90,600 gallons of water per day, whichever is greater, of its groundwater under its GRP Agreement with the City of Houston to Harris County Municipal Utility District No. 231.  The Agreement provides consent to assign this amount and authorizes the City’s Director of Public Works and Engineering to consent to an additional assignment of the GRP Agreement to HCMUD 231 up to a total of 422 Equivalent Single Family Connections or 126,600 gallons of water per day, whichever is greater. 

 

Northwood Municipal Utility District No. 1 agrees to restrict its pumping of groundwater under the GRP Agreement, including water assigned to other entities, to no more than 91,250,000 gallons of water per year.  Northwood Municipal Utility District No. 1 understands the GRP Agreement allows a maximum of 1,000 connections.
