Subject: S69-E24326-A1 – Ordinance Authorizing a First Amendment to Contract No. 4600011886 for Software Maintenance and Support Services for the Vital Statistics Imaging and Retrieval Information System (VSIRIS) for the Houston Health Department
The Director of the Houston Health Department (HHD) and the City Purchasing Agent recommend that City Council approve an amending ordinance authorizing a first amendment to the contract between the City of Houston and Granicus, Inc., to increase the maximum contract amount from $115,000.00 to $233,000.00 for the Vital Statistics Imaging and Retrieval Information System (VSIRIS) for the Houston Health Department.
This sole source contract was awarded to American Cadastre, LLC (AmCad) on May 8, 2013 by Ordinance No. 2013-410 for a two-year term with two one-year renewals. AmCad filed bankruptcy in 2014 and was subsequently bought out by Granicus. The Notice of Assignment was approved July 9, 2015. Expenditures as of August 26, 2015 total $106,790.00. The increased spending authority shall allow services to continue until a new contract is awarded. It is anticipated that the new contract will be in place prior to May 16, 2017.
The scope of work requires the contractor to provide software maintenance and support services necessary to maintain the Vital Statistics Imaging and Retrieval Information System (VSIRIS) to enable the HHD Bureau of Vital Statistics (Bureau) to provide certified copies of birth, death and adoption permits, as well as amendments to them, to the residents of the City of Houston. Additionally, the system prints electronic forms, allows scanning of certificates, and cashiering services for Bureau staff.
